Critical ranges question, especially for very low skills

I'm a little confused on the critical ranges on page 56. It reads: "Round fractions up when calculating a Critical success’s range."
So, if my skill is 72%, does that mean my critical range is 72/10 = 7.2, round up = 8%?
And if so, if my skill is 01%, does that mean my critical range is 01/10 = 0.1, round up = 1%? I either fail or get a critical?

Yes.

And if so, if my skill is 01%, does that mean my critical range is 01/10 = 0.1, round up = 1%? I either fail or get a critical?


Page 55: Any roll of 01-05 is always a success: this holds true even for something you are unskilled in - which means professional skills (by and large). Your critical range in such a case would be 01, but you always have a 5% chance of success.
